Questions and Answers

1. When will the virtual link be available for the bidder’s conference?

The link for the bidders conference was added to the RFP Timeline on 10.28.2025

2. Workforce Snohomish has made updates to the One Stop Operator application form to ensure consistency with the Request for Proposals (RFP) and improve clarity for applicants.

Summary of Corrections:

  1. Document Upload Section Modifications
    • Upload headers have been revised to clearly identify where specific documents should be submitted. The updated headers are:
      • Executive Summary and Program Narrative
      • Budget, Budget Narrative, and Required Attachments
    • Descriptions under these headers have been updated as follows:
      • The Executive Summary and Proposal Narrative must be uploaded as a single PDF document.
      • The Budget, Budget Narrative, and Required Attachments section now specifies:
        • Budget sheets F, G, H, and I may be uploaded as a separate Excel or Google Sheets file, or combined as a single PDF.
        • Required attachments should be uploaded together as a single PDF.

3. Please explain what is meant by the question “proposed number of individuals served” in the RFP application? Unlike the WIOA Adult, DW, and Youth contracts where you are serving customers directly, it is our understanding that an OSO provides direct supports to the center and system.

Three questions referenced, related to populations served and bidder location have been removed from the application page, as they are not applicable to this RFP.

4. Does WFS have a Conflict of Interest Disclosure form or template that should be used?

Yes, Workforce Snohomish has posted the Conflict-of-Interest Disclosure form that can be utilized by applicants. Conflict of Interest forms should be completed by the applicant and, if applicable, subaward partners (for consortium proposals only). 5. Does WFS have a Firewall agreement template?

No. However, WFS has determined that securing a firewall agreement during the application process is not necessary or feasible. As such, we have amended the Additional Attachments section of the RFP (page 14) to remove this requirement.

Please note that bidders should still discuss applicable organizational firewall policies and procedures, as applicable to address conflicts of interest as prompted on page 13 of the RFP under "Conflict of Interest Management (1 page maximum)."

While a firewall agreement is not required to be submitted with bidder’s proposals, the requirement for a firewall agreement will be assessed upon the selection of the successful bidder. If a firewall agreement is required, it will be reviewed and signed by all parties in advance of the agreement start date.

6. Is there office space available for this OSO? Will furniture/computers be provided by the WFB or the contractor?

Yes, office space and furniture are provided and not paid from the agreement. Computer(s) are also provided, but should be budgeted in the remitted budget. (This information is not explicitly detailed in the RFP document provided)

7. Will furniture/computers be provided by the WFB or the contractor?

Offices at WorkSource are furnished. The subcontractor may need to purchase a computer and peripherals.

8. In reference to Performance Management and Reporting, what specific key performance indicators are expected in reporting progress on a semi-annual basis? Are there any specific tools, techniques, or programs already in place or required to track quality and quantitative data?

Yes, surveys and data systems are in place to capture a variety of relevant data sets.

Semi-annual reporting on partnership progress and performance is required, including benchmarks for system performance and continuous improvement, as available and determined by the WorkSource Partner Committee, Workforce Snohomish and Future Workforce Alliance, as applicable.

An annual objective assessment of service delivery and customer flow from a quality assurance perspective is also required. Specific KPIs should be developed in collaboration with Workforce Snohomish and may include customer satisfaction metrics, partnership effectiveness measures, and service quality indicators. The OSO is also expected to establish a methodology for measuring service quality and gather qualitative/quantitative feedback on co-enrollment and effective partnerships, with support from Workforce Snohomish. 9. In reference to Convene and Facilitate Partnership Committee Meetings, how often are partnership meetings expected to be held?

The RFP does not specify exact frequency, but the OSO is responsible for supporting Co-Chairs in convening and facilitating One-Stop Center partnership committee meetings (monthly), including establishing agendas based on delegate input, tracking and reporting actions, and providing meeting notes. Meeting frequency should be determined in consultation with Workforce Snohomish and based on partner needs and system requirements. (RFP Section III, page 7, responsibility 1.a)

At present time, additional partner meetings, coordinated and/or supported by the OSO include: monthly all staff meetings, quarterly all staff training, biannual EO training, and a number of staff-led committees including safety, outreach, culture and art.

10. In reference to "performing an annual objective assessment," is there a specific quality assurance approach that must be used in conducting the assessment?

The RFP requires an annual objective assessment from a "quality assurance perspective" but does not mandate a specific methodology. The approach should focus on service delivery effectiveness and customer flow analysis in the comprehensive WorkSource center, with highlights, assessment findings, and recommendations reported to Workforce Snohomish. The specific quality assurance methodology can be proposed by the bidder, refined during contract negotiations and with partner input. (RFP Section III, page 7, responsibility 2.b)

11. What is the contract type?

12. Is there an expectation on where and how often the OSO will travel to Connection or Community Sites?

While specific travel requirements aren't detailed in the RFP, the OSO role includes coordinating with Connection Sites across Snohomish County and conducting regular communication meetings with Connection Site staff, including quarterly resource updates and establishing dedicated support channels. The OSO is also expected to develop and implement strategies to strengthen Connection site engagement. Specific travel expectations and frequency should be clarified during contract negotiations based on the geographic distribution of sites and operational needs.
